THE NATIONAL PROGRAMME
|
The main purposes in the sphere of education within the reported period comprise:
• absolute security of the constitutional right of Turkmenistan's citizens for education and formation of the intellectual potential of the nation;
• accessibility to education for all groups of society;
• improvement of teaching quality and achievement of the world standards on all levels of education;
• development of paid educational services and private structures of education.
Further improvement of moral and patriotic upbringing of youth on the basis of genuine cultural-historical traditions of Turkmen peo-ple described in «Gorgut-Ata», «Oguznama», «Gorogly» destans and epic literature, in works of the classics of Turkmen literature: Azadi, Makhtumguly, Mollanepes, Kemine, Seidi, Myatadji, Zelili and others will be the strategic task of the development of national system of education in the projected period. The educational institutions will in-clude to their programmes the main ideas of the national programme of spiritual revival - «Rukhname».
Children and young people will learn the symbols of their coun-try, its glorious history.
Attention will be paid to the teaching to humanitarian and social disciplines: the policy of independence and neutrality by Saparmurat Turkmenbashy, history of Turkmenistan, Turkmen language and literature, philosophy, law, sociology. The special course «Pedagogical studies of Saparmurat Turkmenbashy» will be introduced into the educational plans of pedagogical higher and special educational institutions.
Given the forecast of high population growth, extension of the network of pre-school institutions and secondary schools will be undertaken. The number of children in kindergartens will account for over 482 thousand up to 2010.
Number of pupils of secondary schools will be about 1500 thou-sand to the end of the projected period, against 1110 thousand in 2000.
In accordance with the Law of Turkmenistan «On education in Turkmenistan* and in order to improve educational process level at schools, the Decree of President of Turkmenistan was adopted, ac-cording to which a gradual transition to nine-year education at the secondary schools of Turkmenistan will be completed in 2001-2002.
Teaching of pupils to certain professions at secondary schools will be further developed.
Vocational training on the basis of schools within two years after the ninth class is projected for the forthcoming years.
Training of specialists of medium and high levels will be implemented to meet the requirements of the national economy sectors. Vocational schools, higher education institutions will accept new pro-
grams and methods providing for diverse forms and terms of education, its accessibility and quality.
It is foreseen to ensure the conformity of school and higher education with the international standards, to improve the quality of the professional training at schools and to reduce the number of unemployed youth at labour market. The particular attention will be paid to the creation of the network of educational institutions to train specialists of medium level. These institutions may be state-owned or private ones.
About 30.6 thousand students will get special professional training and free of charge higher education, while privately paid education will be provided to 5.3 thousand in 2005. In 2010 these figures will account for 42,2 and 28,5 respectively.
Appropriately developed communication facilities will afford to introduce training for those people who work. This education will be privately paid.
Improvement of the material-technical base of educational institutions is projected. It is planned to issue 467 kinds of text-books with the new Turkmen alphabet, including the edition of 239 kinds of text-books for the schools where teaching is provided in other languages. The national educational program will be introduced in all schools.
The existing network of educational institutions will be extended in consideration of the growth of population. Measures will be taken for the education management departments and all higher educational institutions could have the access to Internet.
Special attention will be paid to further enrichment of the libraries of educational institutions with the best samples of the world belles-lettres, enquiry and educational literature.
