Supreme Council on science and technology at the President of Turkmenistan (VSNT) is created by the Decision of the President of Turkmenistan № 1193. On February 16, 1993 by the Decision of the President of Turkmenistan № 2085 from February 1, 1995 to VSNT had the status of a state control and management institute. The item 1 of this Decision says: "To give to Supreme Council on science and technology the status of a state body of control and management. The decisions of Supreme Council in field of state scientific and technical politics are subject to obligatory performance by the ministries, departments and other organizations".

The basic tasks VSNT are: definition of priority directions and forecasting of development of a science, engineering and technologies in the country; coordination of the scientific and technical programs; target financing of fundamental and applied researches; development of the international cooperation.

VSNT is formed from leading scientific, experts and chiefs of branches of a national economy. The structure of VSNT for the period of five years is affirmed by the President of the country.

According to the Law of Turkmenistan "About state scientific and technical policy" on development of a science and engineering the means from the state budget at a rate of not less than 1 % of the national income are allocated.

Selected financial assets VSNT distributes on system of the grants on a competitive basis.

The coordination and control of performance of the scientific projects is carried out with the help six expert commissions, consisting from the leading scientists.

The science in Turkmenistan is under construction on principles of simultaneous development of fundamental and applied sciences. The scientific researches in the country are conducted in 28 research institutes and 10 high schools.

Priority directions of basic researches are the researches in the field of chemistry of petroleum and gas; a biological variety of flora and fauna; Earth sciences, transformation of renewed sources of energy; ecologies; reconstructions of an objective history of Turkmen people and state.

The priorities are authorized in the field of applied researches, among them: biological means of protection of plants and animals; selection and семеноводство; technology of influence on oil and gas layers with the purpose of increase of debt; technology of the profound processing of petroleum and gas; technology of forecasting, search and investigation of deposits of minerals; development of nonconventional renewed sources of energy; new materials and chemical products on the basis of local raw material; maintenance of a high level of health of the population.
